Cluster research
and consulting.

From research to collaborative solutions.

We help assess the potential for cluster development, establish and strengthen clusters, and bring partners together. We study the economic impact of clustering on business productivity, innovation capacity and competitiveness, as well as regional economic development.

FROM RESEARCH TO JOINT ACTION

Cluster research
and consulting.

We work with businesses establishing clusters, coordinators of existing clusters, research organisations and regional development partners.

01

Research on
maritime clustering

We study maritime business ecosystems, relationships between companies, the conditions for cluster formation and their significance for business and regional development.

  • Analysis of maritime sectors, stakeholders, capabilities and value chains.
  • Assessment of cluster potential, collaboration networks and maturity.
  • Business surveys, expert interviews, statistical data analysis and comparative studies.
  • Research into the links between clustering, productivity, innovation and competitiveness.

Deliverable: a research report or feasibility study, evidence-based conclusions and practical recommendations.

02

Cluster formation
and development strategy

We help businesses assess the benefits of cluster participation and turn a shared idea into a structured collaboration model.

  • Analysis of prospective members’ needs, compatibility and shared interests.
  • Definition of the cluster’s specialisation, value proposition and strategic objectives.
  • Development of a model for governance, coordination, membership and operational funding.
  • Planning shared services, joint projects and initial actions.

Deliverable: a cluster concept, strategy and implementation plan with defined responsibilities and indicators.

03

Capacity building
and facilitation

Facilitation structures collaborative work so that partners can reach agreement, make decisions and implement joint initiatives.

  • Facilitating strategy sessions, thematic working groups and partner meetings.
  • Strengthening member engagement, mutual trust and knowledge exchange.
  • Developing joint projects, coordinating activities and monitoring agreed commitments.
  • Improving cluster services and coordination practices.

Deliverable: agreed priorities, active working groups, project plans and regular progress reviews.

04

Industrial clustering
and international partnerships

We advise on combining the expertise of different companies to create shared value chains, products and services.

  • Identifying links across maritime business, manufacturing, engineering, logistics, energy and digital technologies.
  • Business–research partnerships, technology transfer and assessment of innovation commercialisation opportunities.
  • Criteria for identifying international partners, market analysis and joint development priorities.
  • Preparation of joint research and development (R&D) projects and investment projects.

Deliverable: a partnership model, a portfolio of joint initiatives and a project development plan.

VALUE THAT CAN BE ASSESSED

The economic benefits
and impact of clustering.

We carry out economic assessments of clusters and their members. We select indicators, establish a baseline and analyse change.

Four dimensions of economic assessment
Assessment areaWhat we examineDecisions it informs
EfficiencyOperating costs, service uptake, member engagement, project delivery and benefits generated.Where should cluster resources be focused, and which activities need to change?
CompetitivenessPosition in the value chain, export opportunities, product differentiation and benchmarking against selected sectors or regions.Which advantages should underpin growth and specialisation?
Innovation capacityR&D collaboration, the progression from ideas to pilots, new products, technology adoption and commercial potential.Which innovation projects should be prioritised?
ProductivityValue added per employee or working hour, process duration and resource use, taking the nature of the activity into account.Where is the potential to improve processes and create greater value?
From indicators to an economic business case.

We assess the costs, benefits, payback and sensitivity to assumptions of investment and operating alternatives. We tailor indicators to the sector and available data. Our conclusions distinguish observed change, the cluster’s possible contribution and the influence of external factors.

PATHWAYS TO SUSTAINABLE DEVELOPMENT

Clusters and sustainable
economic development.

From opportunity analysis to a pilot project and implementation plan. We connect environmental objectives with technological solutions and an economic business case.

01 / BLUE ECONOMY

Sustainable maritime
business development

We analyse collaboration opportunities in ports, shipping, shipbuilding and repair, offshore energy and other maritime activities.

We develop projects that combine innovation, responsible use of marine resources and greater economic value.

02 / GREEN TRANSITION

Lower costs.
Lower environmental impact.

We assess energy, water and raw material use, pollution reduction opportunities and options for modernising processes.

We prepare a plan of priorities and investments, define progress indicators and help organise pilot implementation.

03 / CIRCULAR ECONOMY

Longer resource
life cycles

We identify industrial symbiosis opportunities: how one company’s by-products, waste heat or other flows could be used by another.

We assess business models for reuse, repair, refurbishment and recycling, and the conditions needed to implement them.

We can connect data collection, analytics and production management with the technology solutions we develop ↗. The scope for implementing other technologies, along with the required specialists and partners, is defined in the project plan.

RESILIENCE AND BUSINESS CONTINUITY

Cluster resilience
and business continuity.

We examine critical dependencies and scenarios that could affect a cluster or its members. We help partners agree on how to reduce vulnerabilities and coordinate their response to disruption.

  • 01
    Supply and market risks

Supplier concentration, logistics alternatives, and access to energy and raw materials.

  • 02
    Skills and technology

Retention of critical knowledge, workforce skills, digital maturity and data governance.

  • 03
    Adaptation scenarios

The impact of climate and economic change, business continuity priorities and joint partner actions.

FURTHER DEVELOPMENT OPPORTUNITIES

Cluster development:
from data to innovation.

We also propose developing the following areas together. Each can start with a focused assessment or pilot project.

01

Cluster data monitoring

A shared indicator framework, periodic reviews and SQL-based data analytics to track members’ needs, operational progress and collaboration outcomes.

02

Industrial symbiosis opportunity map

Analysis of companies’ material, energy and other flows. Identification of potential exchange partners and assessment of technical feasibility and economic benefits.

03

Joint innovation project portfolio

Selection of ideas based on need, partner readiness and market potential. Planning pilots, demonstrators and subsequent funding.

04

Skills and knowledge transfer programme

Assessment of members’ skills needs, practical workshops, expert exchanges and shared learning activities linked to real business challenges.

HOW WE WORK

Developing a cluster:
from research to implementation.

  1. 01

    Assess

We define the question, stakeholders, available data and assessment methods.

  2. 02

    Agree priorities

We develop conclusions, priorities, a partnership model and an action plan.

  3. 03

    Implement

We organise collaboration, develop projects and launch the agreed pilots.

  4. 04

    Review progress

We monitor indicators, discuss results and refine the next steps.

BEFORE WE START

Cluster development services:
frequently asked questions.

Do you advise individual companies that are not yet part of a cluster?

Yes. We can assess the company’s needs, potential benefits of collaboration, partner selection criteria and options for participating in a cluster.

Are the services limited to the maritime sector?

Our services cover clustering in the maritime sector and other sectors of the economy. We also advise on cross-sector collaboration.

Can we commission a standalone study or economic assessment?

Yes. The scope may cover a single study, feasibility assessment, strategy session, review of a specific activity or a longer cluster development programme. We agree the methodology, data requirements and deliverables in advance.

How can a cluster idea become a project for funding?

We first establish the need, joint activities and partners’ roles. We can then prepare an investment or R&D project concept and assess it against the requirements of a specific funding call. More about EU funding projects ↗

LET’S START WITH YOUR QUESTION

Let’s discuss your
cluster development idea.

Tell us which sector you represent, whether your cluster is already active and the challenge you would like to address. We will discuss the scope of research or consulting.
